<p>Vernon Mayor Jason McCoy has repeatedly selected political allies for well-paid town jobs that should be held by qualified professionals.</p>
<p>For the mayor’s executive assistant, McCoy appointed his own deputy mayor, Diane Wheelock — a respected, likable woman who nonetheless has no qualifications for the position. Wheelock makes more money than her predecessor and has an assistant.</p>
<p>For his director of public works, McCoy nominated Bob Kleinhans, a former Republican candidate for mayor and state representative who has no experience whatsoever in public works. Kleinhans cares so much about Vernon that immediately after losing an election, he moved out of town. His years on the Town Council were more notable for his grandstanding and crass political bumper stickers than any actual accomplishments. Fortunately, council Democrats — joined by two courageous Republicans — tossed Kleinhans’ selection.</p>
<p>Both appointments are so outrageous they would be laughable if they weren’t so cynical.</p>
<p>While Kleinhans failed to become Vernon’s mayor, McCoy succeeded with a promise of “lower taxes.” Unable to actually deliver on his pledge, he’s resorted to twisting the facts in his re-election bid. McCoy’s negative advertisements claim our town had “tax rate decreases and nearly zero- percent spending increases.” Yet the taxes on my house went up 6.8 percent in one year. This wasn’t a statistical anomaly. Most of my neighbors and friends saw their taxes increase 5 percent to 9 percent each year under McCoy’s administration.</p>
<p>This shouldn’t be surprising coming from the mayor who thought the biggest economic recession in generations was the perfect time to hire a friend as a lobbyist on the taxpayer’s dime and spend nearly $15,000 on Blackberry phones for himself and 20 other town employees.</p>
<p>In yet another dishonest claim, McCoy takes credit for projects he had no role in, such as the new Town Hall third floor and the reopening of Fox Hill Tower. Republicans such as McCoy brag about road repairs and school renovations when they did not support the bonding package to make those projects possible (as a council member, McCoy abstained or was not present when the council approved the bonding packages). When McCoy doesn’t like the facts, he just makes up his own.</p>
<p>Though I didn’t vote for him, I had nothing but positive things to say about McCoy in previous elections. When he first ran for mayor in 2007, I praised him in this newspaper as an “honorable and decent man” that I “respect.” I fully expected him to be a fair, honest, and bipartisan leader. Regrettably, he chose a different path, embracing cronyism, dishonesty, and cynicism. To say his term as mayor was disappointing is an understatement — and now he wants another two years! In this election, McCoy’s negative advertisements slam the Democrats trying to stop his shenanigans. He calls them a “gang.” I call them hard-working citizens who care about our town.</p>
<p>Please join me in voting for change by electing Michele Arn and the Democratic team Nov. 3. They’ll restore fairness, honesty, and transparency to Vernon government.</p>

			<content:encoded><![CDATA[<p>I was shocked by “Straw response” (Sept. 19 letter), in which Christy Vale equates legislative mailers that are governed by policy rules established by the governor and General Assembly to Mayor Jason McCoy’s arbitrary decision to send a mayoral townwide mailer without the adoption of policy rules by the Vernon Town Council.<span id="more-162"></span></p>
<div id="storytext"><span>I checked with the state concerning its rules and here are the facts:</p>
<p>The information mailers sent by all legislators, including state Sen. Tony Guglielmo, operate under strict guidelines established by the Committee on Legislative Management. These guidelines establish restrictions on content, timing, frequency, and cost of all such mailers. The guidelines are reviewed yearly by the committee and adopted by the General Assembly and the governor in the yearly budget. The process is transparent and visible because legislators cannot make up their own arbitrary rules.</span></p>

<p><span>The McCoy mailer is a “do as I please” mailer with no guidelines or policy established by the council as to content, timing, frequency, or cost. The process is not transparent and visible, as the mayor chose to make his own arbitrary rules without discussion or policy approval from the Town Council.</p>
<p>Like the legislature, if McCoy wants mailing privileges, the process should be transparent, with proper guidelines established through the Town Council, which has policy and fiscal authority. He should use a process that is open and transparent, similar to the one that was adopted in Coventry, for example, where that town’s Town Council, through its policymaking authority, approved a joint newsletter to come from the council and mayor.</p>
<p>Vale is totally wrong that the mayor was under no obligation to inform or consult the council on this issue. There is a policy and fiscal decision involved with such mailers that clearly belongs to the council, not the mayor. As a former member of the Town Council, Vale should know better than to advocate disregard for the duties bestowed to the council by the people that elected them to office.</p>
<p>With the help of many of the Republicans on the council, McCoy continues to abuse his power and make a mockery of our local government process at the expense of the people who put him in office. Hooray for Marie Herbst and the Democrats for taking them all to task.</p>

			<content:encoded><![CDATA[<p><span>On March 10, I gave notice that I was resigning as Vernon’s director of Public Works. The first priority for Mayor Jason McCoy and the town administrator should have been to search for a qualified, experienced director to run the department.</p>
<p>Six months later, the Public Works Department still has no full-time director. This reinforces the reasons why I left: This administration does not have the experience or the knowledge to recognize the importance of this department.</p>
<p>The mayor and town administrator should be held accountable for their lack of action. Public Works Departments are responsible for the public’s safety, they protect property and lives, and they insure the safety of more people than any other town department.</p>
<p>This administration has wasted more time looking for pots of gold at the end of the rainbow than seriously searching for a director. When I left Vernon, I offered to work with administrators to find a qualified replacement. Two of my foremen volunteered to fill in as interim director during the search period. Both offers were ignored by administration. Instead, an outside interim director was hired. Interim directors are like having substitute teachers — they know what they are doing but there is no long-term plan, commitment, or foresight.</p>
<p>The mayor and administration need to open their eyes. Vernon Public Works is the pot of gold. Give them what they need to be accountable, with the integrity and excellence residents of Vernon deserve.</p>

<div><span>VERNON — Democratic Councilman Michael Winkler has filed a freedom-of-information complaint against the town, arguing that officials failed to provide him information about legal fees and the mayor’s salary disbursement schedule.</span></div>
<p><span>The complaint, filed last month, accuses the town of failing to properly process Winkler’s request. He requested all bills sent to Town Attorney Hal Cummings since Jan. 1, 2007, payroll records for Republican Mayor Jason L. McCoy, and other items.</p>

<div id="storytext"><span>When reached for comment about the complaint, Winkler said the goal was to put to rest rumors about how much Cummings, who is the Republican Party’s town chairman, was being paid, and whether McCoy received his mayor’s salary in a lump sum.</span></p>

<div><span>McCoy said this week that the town expects to provide Winkler with the requested information “in the time period set out in the law.”</span></div>
<p><span>The town aims to comply with Winkler’s request “pursuant to FOI law,” he said.</p>
<p>Law requires agencies to respond to requests within four business days of their receipt.</p>
<p>Winkler said that while he received a response from Town Administrator John D. Ward within the permitted timeframe, the complaint aims to ensure that the town complies with the request without delay.</p>
<p>“I expected them to make me make them respond by going to the commission. I don’t expect them to turn things over to me like they should,” Winkler said. “I do not expect this administration to give even basic information to the public or the Town Council in a timely fashion.”</p>
<p></span></div>
<p>“This is basic stuff we should already know the answers to in the general course of business,” Winkler said this week. “But the facts are not easy to come by.”</p>

McCoy’s handling of the Department of Public Works director’s vacancy, Town Council Democrats and one Republican walked out of Tuesday’s meeting, abruptly stalling business.  </span><span>McCoy said during Tuesday’s meeting that he did not see Winkler’s request, and that he’d planned to comply with their request next month. Apparently unsatisfied with his answer, Winkler, fellow Democrats, and Republican Nancy Herold left the council chambers.<span id="more-32"></span></span></p>

<div><span>The move elicited some grumbling from council Republicans as they packed up their things and headed into the mayor’s office.</span></div>
<p><span>Republican Bill Campbell called the move “more political posturing.”</p>
<p>Immediately following the meeting, McCoy said that since the meeting was abruptly adjourned, it could cost the town an estimated $200,000 in grants for improvements at Valley Falls Park and federal stimulus dollars for energy saving initiatives.</p>
<p>McCoy said he’d call an emergency special meeting today at <span id="lw_1250715314_2" style="cursor: hand; border-bottom: #0066cc 1px dashed;">9:30 p.m</span>. to address those items.</p>
<p>Council Democrats haven’t been the only ones taking the mayor to task over his handling of the director’s vacancy.</p>
<p>George Fetko, currently Ellington’s public works chief, lashed out recently at the mayor, his former boss, for failing to hire a new department head nearly six months after Fetko’s resignation.</p>
<p>And a couple residents gave McCoy an earful at Tuesday’s meeting over the failed attempt to hire <span id="lw_1250715314_3">Kleinhans</span> in July, in a meeting room packed with <span id="lw_1250715314_4">public works employees</span>.</p>
<p>“I’m concerned about the public works department, I’m concerned about my leaf pickup,” one resident told McCoy. “I’m not proud of who I voted for.”</p>
<p>In other business, the council hired acting collector of revenue Terry Hjarne to the position fulltime. Her appointment was rejected last month, when it was included in the same resolution to hire Kleinhans.</p>

<p>“Your failure to hire a fulltime director of public works will cost you your quorum tonight,” Winkler told the mayor and the rest of the council before <span id="lw_1250715314_1">leaving Town Hall</span>.</div>
<p>Democratic Councilman <span id="lw_1250715314_0" style="background: none transparent scroll repeat 0% 0%; cursor: hand; border-bottom: #0066cc 1px dashed;">Michael Winkler</span> said fellow Democrats had asked the mayor to bring forward an appointment for the position at Tuesday’s meeting, after McCoy’s desired candidate, fellow Republican and former Councilman Robert Kleinhans was rejected at a meeting in July.</p>

<div><span>Fetko’s letter goes on to accuse McCoy of ignoring two public works employees who volunteered to take over for him while the mayor sought a fulltime replacement. Meanwhile, David Tomko is presently serving as the interim public works director.</span></div>
<div><span>When reached by e-mail for comment Friday McCoy said that Fetko told him that no one on his staff was qualified to serve as public works director on an interim or permanent basis and that no existing employees would be interested in applying for the post fulltime.</span></div>
<div><span><span id="more-44"></span>McCoy also dismissed Fetko’s letter as inaccurate and praised Tomko’s work as a qualified temporary department head, and mentioned newly-hired Assistant Town Administrator Peter Graczykowski, whom McCoy said has a strong background in public works learned from past employment with the city of Springfield.</span><span>The vacant fulltime director’s position has received a markedly higher level of scrutiny that past McCoy appointments after the disclosure that former councilman and past mayoral candidate Robert Kleinhans, a fellow Republican and longtime friend to McCoy was seeking the job.</p>
<p>McCoy failed to hire Kleinhans at a council meeting in July, when two Republicans, Dan Anderson and Nancy Herold, joined four council Democrats to block the hire.</p>
<p>Democrats have called the potential hire overtly partisan and have questioned Kleinhans’ credentials as it relates to the public works job.</p>
<p>Kleinhans, who lives in the Niantic section of East Lyme, owns the Vernon construction company, Bunnell Construction Co. Inc., and serves on the town’s Economic Development Commission and the Rockville Downtown Associations’ board of directors. He is East Lyme’s deputy first selectman, though he is reportedly not seeking re-election this fall.</p>
<p>He was on the Vernon Town Council from 1997 to 2005, and ran for mayor in 2005. He also twice ran for a seat in the state legislature.</p>
<p>The council is slated to meet Tuesday at 7:30 p.m. It’s unclear if McCoy intends to bring a candidate for the director’s position before the council at that time</p>

<p>Fetko declined to discuss the letter publicly, and has been otherwise mum about his reasons for leaving Vernon. His departure earlier this year, combined with a grievance he filed in spring against the town over accrued vacation and sick time, have fueled speculation among McCoy critics that the pair’s working relationship was strained around the time of Fetko’s resignation.</p>
