VDTC Meeting February 15, 2017, 7:00pm

All Vernon Residents who are interested in getting involved with LOCAL issues or running for elections this fall are welcomed.  Please join us every third Wednesday of the month from 7-9 pm at Center 375, 375 Hartford Turnpike Vernon.
Drive around to the back of the building to the back parking lot. Enter thru the doors on the left side of the building. See you there.

The administration could post on the Town’s website the supporting documentation given to Town Council members with the agenda.  The last five Republican administrations have refused to do so.  This link is your only chance to understand the facts behind the agenda items (unless you visit town hall and ask to look at the packet).

October 18th Town Council Meeting Cancelled

By order of Mayor Champagne, the October 18th Town Council meeting has been cancelled.  In a statement, the mayor’s office said, ” The anticipated agenda was quite light, with only one item for your consideration.”


Town Council Agenda for 9/20/16 Meeting

The supporting documentation for the meeting is massive and would have to be divided into sections to be small enough to upload.  For that reason, only the agenda is here.

Due to construction in the council chambers the meeting has been moved to the Board of Education’s Administration Building at 30 Park Street, third floor.  Enter the building from the rear parking lot.

This includes the supporting documentation that town councilors receive.  This information is never posted on-line, neither with the agendas nor with the subsequent minutes of the meeting.

Meetings are on the third floor of town hall (Memorial Building) beginning at 7:30 P.M.  Meetings begin with a citizens’ forum at which residents can speak to the Council about any town issue.

Asphalt reclaiming pulverizes the asphalt in place all the way down through the sub-base mixing the two layers. The existing asphalt is turned to dust, left in place and becomes the new sub-base. This material is then graded and compacted to get ready for the installation of asphalt.

Milling and resurfacing can only be done if the damage is minimal.

Chipseal is pressing gravel into newly-applied liquid asphalt.


No Town Rebroadcasts of Council Meetings

For the last two months (four meetings), the town administration has failed to provide the customary video files of Council meetings for rebroadcast on the Community Voice Channel.  Apparently, the town administration has a software problem which somehow prevents a usable video file from being created.

At this point, the only video record of Vernon Town Council meetings is that taken by Community Voice Channel volunteers.  All Vernon Town Council videos are shown on Comcast Channel 96.  Tomorrow (June 17th) Town Council meetings from March 31, 2016 through June 7, 2016 will be shown all day.

“To begin the fundraising, the Republican Town Committee will host a dinner at Adams Mill in Manchester at $60 per ticket, with about $28 of each to be donated to the museum, Kaplan said.”

Ordinances Passed at May 17th Meeting

The Vernon Town Council passed, with only stylistic changes:

An Ordinance Establishing Citation Procedures and Fines for Zoning Violations

An Ordinance Amending The International Property Maintenance Code As Previously Adopted

An Ordinance Amending Code Sec. 3-4 Vacant and Blighted Buildings

The Zoning Enforcement Officer rather than the Building Official is the responsible position for building and zoning violations.  The blight ordinance has been expanded to cover occupied buildings.  The town staff now has greater discretion on whether or not to issue citations or impose penalties..
